Definition
Chief of Court Services manages and directs non-judicial staff on day-to-day court operations. This position is responsible for overall planning, organizing and developing strategies and tactics that guide the work of court staff to complete work in an efficient and effective manner, including the development and implementation of operation policies and procedures that promote access to justice and fairness consistent with the court’s mission. This position directs the coordination of all case types and seeks to promote cooperative working relationships among court personnel and judicial officers.

Distinguishing Characteristics
This is a management classification that oversees, directs, and participates in all activities of court operations, including the planning, development and implementation of courtroom procedures and identifying resources needed to meet the goals and objectives of the Court. This class provides support to the judicial officers, court executive officer, and other executive officers in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of judicial policy, court functions and activities, as well as the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the superior court’s courtrooms with judges, commissioner, judicial courtroom assistants, legal process clerks, interpreters and court reporters. This position is accountable for accomplishing and planning operational goals and objectives that further the court’s goals and objectives within general policy guidelines.

Job Duties
Depending on assignment, duties may include, but are not limited to the following:
  • Plans, manages, and oversees the daily functions, operations, and activities related to courtroom and document processing as well as the clerk’s office activities;
  • Selects, trains, motivates, and directs court personnel; evaluates and reviews work for acceptability and conformance with court standards, including program and project priorities and performance evaluations for direct reports; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
  • Contributes to the overall quality of the court’s operations by developing, reviewing, and implementing policies and procedures to meet judicial requirements and Court needs; continuously monitors and evaluates the efficiency and effectiveness of operational delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  • Oversees the coordination of courtroom calendars and assignments working closely with judges, commissioner, other department managers and justice partners.
  • Monitors changes in law, policies, and procedures that impact work; recommends procedural improvements and implements them after approval by the court executive officer.
  • Oversees all facets of the jury including summoning jurors and coordinating and directing staff, securing documentation.
  • Assists in the development, design and coordination of automated systems including research, analysis, testing and monitoring program implementation; 
  • Answers procedural questions relating to document processing, courtroom operations, policies and procedures; applies departmental policy to resolve conflicts with customers and staff. Researches, interprets and explains application of codes, regulations, laws, and procedures.
  • Prepares and maintains statistical and narrative reports related to activity and work of the unit(s); provides input into development of the budget for the unit(s).
  • Conducts team and/or staff meetings.
  • Performs other duties as required or assigned.
Typical Working Conditions
Work is performed in an office and courtroom environment; with continuous contact with other agencies, staff and public; and often multiple deadlines under potentially stressful conditions. Fluctuating workloads will occasionally require the incumbent to maintain flexible hours and travel to meetings inside and outside of the Superior Court's home community. May be required to travel for training, meetings, and off-site assignments.

Desirable Qualifications
Knowledge of:
  • California law relating to court procedures, and courtroom procedures, practices and calendar maintenance; legal documents and legal terminology related to civil/small claims/criminal/traffic/probate/family law/mental health/jury/appellate/adoption, and juvenile cases. Organization, operating details and procedures of the court system. 
  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and supervision of staff, either directly or through subordinate levels of supervision.
  • Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs; principles and practices of courtroom administration. 
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures including Code of Ethics for Trial Court Employees, personnel rules, court policies, MOU's, labor management/employee rights, timetables, and jurisdiction of the Court.

  • Effectively lead, motivate, and engage staff to accomplish a shared mission in a fast-paced, complex work environment.
  • Develop and implement goals, objectives, policies, procedures, work standards, and internal controls consistent with regulations and court policies and goals.
  • Plan, organize, direct, and coordinate the work of supervisory, professional, and technical personnel; delegate authority and responsibility. 
  • Select, train, motivate, and evaluate the work of staff.
  • Research, analyze, and evaluate operational methods, procedures, and techniques.
  • Analyze situations and resolve problems
  • Coordinate unit(s) activities with other departments and agencies
  • Plan, supervise, direct and evaluate the workload of Legal Process Clerks and Judicial Courtroom Assistants.
  • Exercise independent judgment as needed to run daily operations
  • Identify the need for and recommend changes to operations
  • Research, understand, interpret utilize and apply a wide variety of court procedures, policies and statutes.
  • Produce and respond with flexibility to changing demands and priorities throughout daily court functions.
  • Establish and maintain effective working relationships with individuals and groups at all levels of the organization, elective and appointive bodies, and members of the general public.
Training and Experience:
Any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to graduation from an accredited four-year college or university with major coursework in judicial administration, public administration, or a related field and five (5) years of court experience, including two (2) years of supervisory experience.
OR
  • Equivalent to completion of twelfth (12) grade and eight (8) years of technical court experience, including work as a Courtroom Clerk and/or Legal Process Clerk, and two (2) years of supervisory experience.
